چکیده

In a model with ex-ante homogenous households, income risk and a general earnings function, we derive an optimal labor tax rate and optimal education subsidies. It turns out that the distinction of risk-increasing or risk-decreasing education does not have much effect on the optimal tax rate, but is crucial for optimal education subsidies. Moreover, an optimal education policy allows for better social insurance, as the tax-induced distortions in labor supply can be mitigated. This extends the analysis by Bovenberg and Jacobs (2005) to risky economies. Furthermore, we show that education policy itself has no insurance effect and is used solely for efficiency reasons and only if there is another policy instrument, which provides social insurance. Optimal Government Spending and Taxation in Three-Sector Endogenous Growth Model-Case Iran

The recent literature on taxation and growth has stressed the optimality of a zero long-run taxation on all accumulative factors of production. For a given path of government spending, the optimal tax plan requires the government to build up a positive stock of public wealth in the short run in the long-run, government spending can be financed with the income accruing from the management of the...

Economics 2450A: Public Economics Section 9: Linear Capital Taxation

In this section we introduce a framework to study optimal linear capital taxation. We first focus on a two-period model, define the concept of intertemporal wedge and derive optimal capital taxes using the Atkinson Stiglitz result. We then move to an infinite horizon model with aggregate uncertainty and derive optimal taxes. Finally, we study a model with capitalists and workers and show that o...

Diskussionspapiere der DFG- Forschergruppe 454: Heterogene Arbeit: Positive und Normative Aspekte der Qualifikationsstruktur der Arbeit

We set up a two-period model, where individuals finance educational investment and first-period consumption by borrowing against risky second-period labor income. We show that the government should use both education subsidies and capital taxation to mitigate distortions, stemming from social insurance through labor taxation, and we derive a Ramsey-rule for the optimal combination of these inst...

An Analysis the Effect of Capital Taxation on Allocation of Resources: A Dynamic Equilibrium Model Approach

Abstract T he return of capital is fundamental to the intertemporal allocation of resources by changing the consumption behavior and capital accumulation over time. Taxation on return of capital increases the marginal product of capital, meaning that capital stock is lower than when capital is not taxed, which results decreased growth and welfare in steady state. This pape...

Catalyzers for Social Insurance: Education Subsidies vs. Real Capital Taxation

To analyze the optimal social insurance package, we set up a two-period life-cycle model with risky human capital investment, where the government has access to labor taxation, education subsidies and capital taxation. Social insurance is provided by redistributive labor taxation. Moreover, both education subsidies and capital taxation are used as catalyzers to facilitate social insurance by mi...
